Phase 1-Invitation
TESDA as the focal point for short-term, non-degre programs receives offers of scholarship and training grants directly from Embassies of donor countries, sponsoring organizations and agencies or the Department of Foreign Affairs.
The relevance of the course offerings are evaluated. The FSTPU identifies the departments/agencies, institutions or non- governmental organizations which will benefit from the course in developing and/or upgrading the competencies of their workforce and in fulfilling the agency goals and mandates.
Letters of invitations are sent to identified government department / agencies, institutions and organizations together with program details and checklist of requirements. The deadlines set for the submission of nomination and documents and the schedule of interview are likewise indicated.

Phase 2- Nomination
TESDA recognizes that the different departments or agencies or institutions have their own internal policies and guidelines and that the specific requirements of the donor and that of the course have been considered in the selection process. Hence, only applications of candidates whose nominations are endorsed by the department secretaries or their authorized representatives, in most cases, the chairpersons of the department or agency's scholarship committees are accepted and evaluated.
